Through a range of innovative programmes and projects, the Agency supports community tourism, empowers young professionals, nurtures small businesses, and promotes the region as a leading destination.
From strengthening grassroots Community Tourism Organisations to showcasing “Drakensberg & Beyond” on national and global platforms, these initiatives are designed to grow tourism, stimulate economic opportunities, and ensure lasting benefits for the people of Harry Gwala.

The Agency partners with organizers to boost local events that attract visitors and create business opportunities, contributing to a stronger tourism calendar.
Flagship Partnership: Splashy Fen Music Festival (Impi Concept Events) In 2025, HGDA formalized a partnership with Impi Concept Events to strengthen the impact of South Africa’s longest-running music festival, Splashy Fen, held annually in the Southern Drakensberg. More than just a festival, Splashy Fen blends live performances, camping, adventure activities, food and craft markets, and community upliftment. It attracts thousands of national and international visitors, extends stays in the district, and contributes significantly to the local economy with an impact valued at over R89 million. The collaboration ensures that local SMMEs, artists, and communities benefit directly through employment, business opportunities, and cultural exchange, while positioning the Drakensberg & Beyond as a premier cultural tourism destination.
The Agency also supported Zotshoza Holdings, an events planning and management organisation for hosting the Lakin’ Dam Good Festival. The outdoor event offers various adventure, lifestyle, activities that cater for different people. The Agency identified more events which are a major draw card for visitors into the region. Amongst others is the South African Television and Music Awards (SATMAS) and Harry Gwala Film Festival.
The Agency provides training, coordination, and funding to Community Tourism Organisations (CTOs), ensuring that local communities actively participate in and benefit from tourism.
