The Harry Gwala Development Agency (HGDA) is an entity of the Harry Gwala District Municipality established with the specification mandate to augment growth and development within the Harry Gwala district. The HGDA is located in the South West of the KwaZulu–Natal of South Africa in Ixopo and serves the four municipalities that make up Harry Gwala District Municipality.
